Charles was one of five children born to Lillian Mae (Wollenberg) and William Franklin McWaters, Charles was born on August 16, 1939 in Oklahoma City, Oklahoma. Charles graduated from Central High School in 1957 where he met a beautiful young lady by the name of Rosetta Owens and the two became inseparable and fell in love. They were united in holy matrimony in 1960 and this union of marriage was blessed with two sons, Gregory and Chuck, and more than 64 wonderful years together.

His job required him to travel and his family was always there by his side throughout the journey. The family enjoyed traveling and living practically all over the world.
